I think the idea is cool, it works well with the name. However, keep in mind that Diabolic Edict only costs 1 , so I think To Be, Or Not To Be would still be fair at just a cost.

Good point but it's not the greatest card in the world. A lot of times they make lesser versions of cards that already exist. That way if what you have isn't enough you can use a watered down version. Althouh your probably right about the mana cost though.

Most of the time, when they create a watered-down version of a pre-existing card, there is some difference that makes it not strictly worse than the older card. Lava Spike, for example, is a worse version of Lightning Bolt because it's a sorcery and it can only target the player, but it's also an Arcane spell, so you can splice spells such as Glacial Ray onto it, and it triggers abilities on certain creatures such as Thief of Hope. This is not always the case, though. Shock, for example, is a weaker version of Lightning Bolt in every way. It has no other additional feature that Bolt doesn't, it simply does 1 less damage.
