Updated ban/restrict list

Here are some of the highlights of the changes to the banned and restricted lists:

Skullclamp and Metalworker are now banned in Extended.

Braingeyser, Fork, Earthcraft, and Doomsday are no longer restricted in Type 1, which is now officially known as Vintage.

And the most important change: Type 1.5 has been revamped. It is no longer simply Type 1 with all restricted cards being banned instead. Now it has its own ban list, which includes:
