alright, i play Mystic Decree. i know that if i play Wind Dancer and use its tap ability, i can give my creature flying till end of turn and get a free shot at my opponent (unless he can do the same) Now, what if my opponent plays a local enchantment such as Launch? granted, yes it says enchanted creature has flying, but is that cancelled by the mystic decree immediatly, at end of turn, or does it permantly give the creature flying?

They would cancel each other out so it would not get flying. One card is not better than the other resulting in a cancelation.

so does that mean if i tap Wind Dancer i can still give a creature flying till end of turn?

Nope, it would cancel out as well. If you want to give your creatures flying temporarily I suggest using capsize temporarily to get rid of the mystic decreee and then put it back into play later. Though you would be without it for a turn.
