 When you use this card, does the "Goblin spells you play..." part refer to creatures as well? Also, does it mean that it costs one less colorless mana to play a goblin spell (as in a goblin with a casting cost of  will not become cheaper)? |

Goblin spells refers only to Creatures with the type Goblin. It does not affect itself because the ability won't take effect until after it comes into play.
It only cheapens the colorless part of a casting cost. A goblin with only colored mana in its cost will not be cheapened, so your assumption was correct.

Ok, cool. I asked cause I got this card in a booster and want to add it to my goblin deck.
And I did know it wouldn't have an effect on itself.
