I personally give it a 9/10, as I think any creature deck capable of producing white mana can benefit significantly from this. 2 mana for +1/+1 to everything? And white has a lot of token-producing cards, like Sacred Mesa, Pegasus Stampede, or Field of Souls. If you get a ton of creatures in play, then pump em all with the Sun Standard, it's pretty nasty. Also avoids the dangers of Coat of Arms.
