I dunno how much I like this one now that I stop to think about it, but here's how it looks:
Emerald Lens Casting cost: 4 Artifact
You may replace rules text on green instants you play with "Target creature gets +2/+2 until end of turn."
There'd be one for each color of instant: the black one would be "destroy target nonblack creature," the white one would be "gain 3 life," the blue one would be "counter target spell," and the red one would be "deals 2 damage to target creature or player.
There could also be a cycle for sorceries, which would look like:
Jade Lens Casting cost: 4 Artifact
You may replace rules text on green sorceries you play with "Search your library for a basic land and put it into play."
The black one would make people discard a card, the red one would destroy a land, the blue one would draw two cards, and I don't know about the white one yet.

the white one could probably remove something from the game or fetch an enchantment.

Okay, as worded, I could, on any card with more then two clauses of rules text, only replace one clause (was this your intent?). Or maybe even just one word, or phrase. As worded, it's a rules headache.
Whenever you play a [type], you may replace all instances of rules text with, "[effect]."
I think.

I don't see how you could read that to mean you could replace an individual word or even a clause, rather than the whole thing. But whatever. It replaces the entire rules text of the spell.
