I'm casually working on a U/B Underworld Dreams deck, looking for cards that let's me target the player to draw cards.
Memory Jar Deep Analysis Horn of Greed Prosperity
those are the only ones that I know of at the moment.

Memory jar is such a great card. Your looking to get these? I may have some Deep Analysis.

I'm not exactly sure what I'm looking for at the moment, just looking for the different cards that forces opponents to draw, found Compulsive Research and Inspiration a minute ago, Inspiration is a Deep Analysis at instant speed.

I've got a Playset of the Howling Mines, The Cephalid Broker looks to be really useful, especially since I'm thinking the deck is going to turn out to be creature light.

I use Howling Mine in my bear deck for speed since once I get the ball rolling all my bears are more or less Grizzly Bear clones. I can then drop bears like crazy and get the cards needed for mass token generation. I've been thinking of adding them to my blue grind deck since its a self grind deck with Laboratory Maniaic in there.

Found Blue Sun's Zenith which should work rather well.
XUUU
Target player draws X cards, shuffle Blue Sun's Zenith back into owner's library.

You beat me to it. The purpose of the deck Baron Sengir linked is to force opponents to draw massive amounts of cards, either putting their whole deck in their hand or, more often, killing them with a Black Vise. In addition to Howling Mine, there's also Anvil of Bogardan, which has the additional effect that all players have no max hand size. Cephalid Broker was already mentioned, but there's also Cephalid Looter that comes in a little cheaper, and Lore Broker that makes everyone draw and discard. Going into red, you have Shocker, Robber Fly, or Barbed Shocker which all make the opponent discard their hand and draw a new one. Robber Fly is pretty awful but the other two are useful in the right situation. Personally I like to equip them with Viridian Longbow since neither one stands up very well in combat. In that same vein, you also have Wheel of Fortune and Winds of Change, and possibly some other cards in that vein, which do the same thing. Wheel and Deal, although blue, is another card like this. Combo it with Geths Grimoire for hilarious amounts of card drawing for yourself. If money isn't an obstacle (if this deck is for Magic Workstation or something like that, or you're fantastically rich), then for the sake of completeness I will point out that Timetwister makes everyone draw, and Ancestral Recall can be used on your opponent if you really want to. Hopefully some of that helps with whatever you're trying to do.

In the case of Timetwister it's a side effect of refilling your own hand, but except in very specific situations I think it would be a waste to use an Ancestral Recall on your opponent.

Since this is not my deck and the deck in the arsenal looks pretty complete as it is I'm just throwing cards out here for the sake of doing so. To add to the madness of this deck Either of the 2 non 100+ dollars Jace cards would work. One has an ability to make someone draw 20 cards. There's also The Rack and Rackling for all those cards in hand. Then given that a lot of them may be uncastable due to number of cards in hand or even just mana restrictions discarding is bound to occur. So Megrim or Liliana's CaressPersonally I think what you have posted looks pretty nasty. Like I said this is just to post cards for the sake of posting. If I were to consider such a deck these are cards I would consider. I never heard of Underworld Dreams and it looks like an awesome card and a great deck built around it.
