i don't like the options that you gave so i'll make my own.
Won't suck, best of the base sets in recent years.
Its not gonna touch Mirrodin or come anywhere near Urza's, but its gonna be a good base set from what i've seen. if they really are bringing back all those old cards, i'm gonna become a very happy man.

I think comparing base sets to blocks is rather apples-to-oranges. It'll definitely be better than 7th, and possibly better than 8th given the amount of cards they're bringing back (hooray for Will-o-the-Wisp making its triumphant return from 4th edition!).
